The reduction in dev costs will definitely come in handy when you have to force every single institution (except maybe colonialism). when searching for the best daimyo to play as it often comes down to starting ruler stats/age, starting position, and the daimyo's specific NI's, all very important, but there's another thing that I never see mentioned anywhere and is not found on the wiki for japan/daimyo specific events (or not easily found at least). Additionally, the colonists from exploration can be used to fabricate claims in the Philippines and Indonesia (the colonies don't need to finish) and to form colonial nations in the Americas.
