I'm guessing you mean you are using the 4640, with its integrated 4600 graphics, the cpu has 2 issues for mafia3, first it's clocked pretty damn low, and second, the integrated graphics may be interfering with your dedicated gpu, make sure you disable it, and I would consider looking to higher settings at a locked 30fps with it as it isn't really powerful enough to aim for 60 in this as all the AI and I suspect physics going on really is eating the cpu, which would explain why it won't run on phenom2, if the physics are all on the cpu and not dealt with on the gpu.
