For synergy with Italian ideas, definitely go ADM (-25% coring costs + -25% coring costs). As Milan, it stacks amazingly well with your national ideas to give you dirt cheap mercenaries. Religious is also a good idea group for Italy.

Oh and also, I know you're usually supposed to stay Catholic as Italy but I accidentally took the decision for The Statute in Restraint of Repeals at some point and now staying Catholic is useless. Sometimes I even like to throw in Innovative; while a lackluster group, it has some really strong policies, and its policy with Quality will give you a whopping +40% infantry combat ability in total when combined with the bonuses from Quality and your NI's. In all seriousness though, I would go for quantity first, followed by influence and admin. Otherwise, ditch trade and go straight for defensive or quality. Defensive is also very helpful, as the morale boost is nice and the idea group in general can help you turn the Alps into a deathtrap for anyone looking to meddle in the peninsula's affairs (because, let's face it, you're inevitably going to throw down with France and/or Austria at some point, if only to get -cough- Trentino off the latter).
