Personally I feel most of you underestimate the value of a quick nimble unit, especially as a race of mostly slow units. Quarrelers are more cost-efficient by far. Total War: WARHAMMER. They only have the vanguard ability as to differentiate in combat after that they have less defense armour damage..
Worst of all is that their supposed "Speed" advantage over regular Dwarf units matters little when compared to other races who already are faster.. Not to even mention cavalry units that will easily run down any forward placed rangers.
If you use them the same as you would a unit of Quarrellers, then you're not playing to the Rangers' strengths. I'd improve their speed, melee defense, leadership, and HP by more. They aren't totally worthless because of stalk, and no one really expects a Dwarf army to do anything too sneaky.
