Wouldn't it be better to expand outside of the HRE (East into France/Burgundy, South to Italy/Balkans or East into Poland/beyond) and leave absorbing the HRE minors until much later? Of course, going Austria first is preferable to any other German state, because it saves time in becoming HRE. there is no benefit. I've been debating whether or not going as Austria is really the best. I mean you have to pretty much vassalize most of the princes for the +25 modifier on the reforms to get the last reform done so you might as well annex them diplomatically and keep the nice perks of the emperor because once you reunified the empire, you become a simple king. Back in EU3 it was a really bad idea to unify HRE, and bonuses were just ridiculously better if you stopped yourself one reform before final unification.

Can confirm, formed Germany as Prussia and kept the ideas. No you keep the national ideas of your previous country. Each of them can be clicked on, which will bring up the Diplomatic interface to examine and interact with that nation.
