Since you can't form Byzantium as Ottomans, you have to first form Croatia as Ottomans, then you can form Byzantium as Croatia-Ottomans. You must have Greek/Pontic primary culture and be orthodox christian.
I recently started a campaign that found a way round this, however: I'm not certain if this is a reason to love this game. if it is how cuz ive tried but couldnt manage to form byzantium, The ottomans are Turkish, and are already an Empire and they pretty much destroyed the Byzantines... unless you some how are able to culture convert yourself as Turkey to greek, then you can form the Byzantines, otherwise look up guides on how to play of the Byzantines and play them.
