Sorry, this post was deleted by the person who originally posted it. Mana is tasty, but if you're conservative with it and you're not a min-max/blob type player you're usually dumping it in to so/so development projects by mid game, especially military points.
Some of them are really good though so I'd like to know which ones people like going for.
Exploration + Quality = +10% Manpower recovery speed, -25% Land attrition. Exploration + Innovative = +5% Settler chance, +10% Global trade power. I find this a lot easier to read than the table on the Wiki, and other people might as well.
Espionage with it's policy has -.2 yearly corruption so it might be considered for a big blob game.. nice to see this.
The one that gives you settlers, it's important because if you colonise more you're more powerful faster, and your power will increase exponentially.
It gets rid of -10 unrest from separatism, -2 from the idea, you'll already have -2 from legitimacy or horde unity, and you'll also have more tolerance, and a -2 unrest advisor is just gravy. Knowing what type of mana they use makes and breaks policies for me. I like the +20% goods produced policy. Also for reference, the eu4 wiki has this really nice chart for viewing all the policies.
Innovative-Quality gives +20% infantry combat ability. the Offensive+innovative is one of the best in the game imo. If you have too many diplo relations, you might want to consider Diplomatic-Defensive, to give you an extra diplo relation (and 25% enemy core creation.
Religious-Quality gives +10% morale and +2.5% discipline. The Best EU4 DLC. I usually find myself forgetting about or just ignoring policies because they cost sweet sweet mana. I will be downloading it regardless, but people other people might not be able to find it.

Policies are a set of bonuses unlocked by completing idea groups.Each possible pair of ideas from different types (i.e. Did exploration-expansion used to give an extra colonist?
